Yes. Whether you're building a house, renovating, or changing the use of your land, you must apply for a BLP from your local authority. Without it, your construction is illegal.

Tip: Certain minor works may be exempt. Check with your Local Architect.

You’ll typically need:

- Site and location plan 

- Architectural drawings (by a Registered architect)

- Proof of land ownership or lease ( Title Deed)

- Scan copy of ID Card

- Structural Engineer's Drawings ( By a Registered Civil/ Structural Engineer)

- Consent letter from Co-owners ( In case the plot has multiple owners)


Engaging a licensed professional Architect can simplify this process.

The local authority generally has 8 days to query on your application. If all documents are in order, the permit should be granted within 14 days after that. Delays often happen due to missing information or pending clearances.

Ask your Architect or the Local authority

Some lands are in zones like:

- Coastal Areas

- Heritage (e.g., Le Morne)

- Buffer zones (near diplomatic residences)

- Airport zones

- Sloping Sites


These zones often have height limits or design restrictions.

You can apply for your Building and Land Use Permit (BLP) online via the EDB Business Portal. It’s faster and easier.

Make sure to scan and upload all the required documents.
